Program Manager—Outreach & Temporary Hotel Program

Organizational Overview:

WeHOPE (We Help Other People Excel) is a Bay Area nonprofit organization dedicated to helping people become healthy, employed, and housed through innovative solutions. Founded in 1999 by Pastor Paul and Cheryl Bains as a small volunteer initiative within East Palo Alto's Saint Samuel congregation, WeHOPE has grown from a seasonal shelter in a gym serving 15-20 individuals to a comprehensive network of locations across the Bay Area. Our flagship 73-bed facility in East Palo Alto (WeHOPE EPA) is complemented by additional locations, including WeHOPE at The Monarch (a 100-room transitional shelter in San Francisco), WeHOPE at Coast House (a 52-bed transitional shelter in Half Moon Bay), WeHOPE at Jerrold Commons, WeHOPE at Berryessa, and other outreach locations. Our mission is to end homelessness, hunger, underemployment, and recidivism in the Bay Area and beyond through diverse programs, including Dignity on Wheels mobile hygiene services and job training and certification classes.

Position Summary

The Program Manager will be responsible for the oversight and service delivery of WeHOPE’s City of Santa Clara Temporary Hotel Program and WeHOPE’s City of Sunnyvale Temporary Hotel Program. The Program Manager will oversee daily operations and ensure effective delivery. Duties include supervising staff, coordinating client services, assisting with administrative tasks, and maintain program and organizational standards. Completing necessary reporting and liaising with community partners to support the shelter’s mission.

Location: City of Santa Clara & City of Sunnyvale

Salary: $35/hr 

Reports to: Chief Operating Officer 

Primary Duties

·      Responsible for delivery of services in an ethical, professional, and effective manner

·      Oversee case managers and outreach workers ensuring they are meeting deliverables

·      Develop appropriate program procedures, policies, and forms and ensure their implementation

  • Supervise the collection, compilation, and submission of all program statistics, including monthly, quarterly, and annual reports submission to senior administrative team; ensuring all reports meet funding and legal requirements

  • Coordinate program development in the following areas: job development, follow-up program, donations, food services, volunteers, recreational activities for clients, and other areas as needed

  • Supervise case management staff and, at times, provide direct services to clients

  • Lead weekly case management/case conferencing with Outreach case managers

  • Ensure development and facilitation of, workshops, and support groups as needed

  • Address client appeals and grievances in a timely manner

  • Attend weekly online companywide case management meetings (Thursdays at 4pm)

  • Ensure data is entered into Salesforce & HMIS within 24 hrs.

  • Ensure program reporting is completed monthly & submitted on time

  • Ensure program is meeting contract deliverables

  • Hold staff accountable to policies & procedures

  • Administer quarterly client satisfaction surveys

  • Provide activities for client engagement

  • Upkeeping staff morale

  • Other duties as assigned by Chief Operating Officer

Position Qualifications

  • Bachelor’s in psychology, sociology or other humanities field required, master’s in social work or related field preferred

·      Minimum 3 years of management experience

  • Experience developing, managing, evaluating, and operating programs serving homeless populations

  • Experience managing multiple locations preferred; ability to travel between locations required

  • Strong written and oral communication, personnel management, conflict resolution, and clinical supervision skills are necessary

  • Strong knowledge of substance abuse and relapse prevention, mental health issues, and domestic violence required

  • A strong foundation in the ideas and practices that promote diversity, equity, and inclusion, and a commitment to ongoing professional development in this area

  • Multicultural competency strongly encouraged

  • Bilingual Spanish speaking preferred
